Dikenal di masa lalu sebagai Casa Republicii, kemudian Casa Poporului, namun bukan untuk rakyat, bangunan ini merupakan simbol utama Era Komunis, yang dimaksudkan sebagai tempat kementerian, kantor partai Komunis, atau apartemen sementara para pejabat tinggi. Dibangun mulai tahun 1984 di tempat yang paling aman di kota ini, mengingat risiko gempa bumi yang tinggi, memiliki 9 lantai dan 4 tingkat bawah tanah.
