I am guessing they did some remodeling at some point. The work that was done not of the best quality. The pipes coming in from the wall in the bathroom were not closed/finished they were just stuffed with insulation. Bathroom floor is nice but again was not finished is very well. Gaps around the edges look like there may be some mold. Shears that hung in the window had a 3 foot long tear down them. Looks like someone had tried to pull them closed grabbing them instead of using the rod and put their hand through it. Every time you turn the TV on the volume was full blast despite what you turned it down to when you turn the TV off. I also think there should be a garbage can in the bathroom (better for ladies) not just one in the room.
Elevators were hot and again the floor in the elevator had been updated but work around the edges was uneven and exposed the old floor."
