"If it is your first time visiting Brunei, Higher Hotel might be one of the best budget options you could go for. The area is safe, the rooms are clean, and the breakfast is manageable. Morning privacy options (like a simple "Do Not Disturb" sign) and some help with transportation would help put it even higher in the future. Quality of hotels is extremely limited and bare no comparison to hotels in Thailand, Malaysia, Vietnam, or Indonesia.
