In the shadow, of course, of the Alvear Palace Hotel with it's magnificent belle epoch interiors and array of dining facilities for all tastes and, to a certain extent, budgets. Savvy attendees of events at the CCC would be wise to lodge at the Ulises and spend the savings indulging themselves across the road.
The staff at the Ulises were all very friendly with passable accommodations and a 24 hour front desk. We took a labyrinthine 'Executive Suite' on the eighth floor. Most suitable to our particular requirements but then we are bohemian world travellers in pursuit of knowledge, not luxury.
If you are not too fussy (though the place is far from Augean) and value locale and idiosyncrasy above sameness, this could be the place for you. I just hope you don't go and book it up before me next time I blow in to BA. :-)
Oh! and the kitchen equipment inventory XP says you are yearning to learn about: as I recall, our suite boasted a microwave and a highly effective fridgador, but no tea kettle or hob. So, this is more a dormitory with table and chairs than a true home-from-home. Ciao Luis.
