You don't need to leave the train station when the weather is bad. You can find limited dining options in the station. Hotel is connected to the station. Hotel is very convenient if you don't want to walk outside the station.
I thought the Niigata station would have more to do at the train stations. Disappointed the station didn't have more shopping and restaurants.
